The benefits of 15 years of economic growth in the UK have not been equally shared.
In fact, inequality has widened and pockets of severe deprivation have been created. The Government has responded by encouraging enterprise in these areas. This report examines whether this method is actually working and argues that enterprise is only part of the solution to tackling deprivation.
