
Tom Stephens
Senior fellow
Tom Stephens works with NEF on labour market research, focussing particularly on job quality and early years education. His research has included modelling the impact of a more universal childcare offer, investigating inequalities in childcare availability across the country, and exploring how we can build a welfare and employment support system which helps people into genuinely good jobs. He holds a PhD in social policy at the London School of Economics, and is a fellow at the LSE’s School of Public Policy, where he teaches on the Masters’ in Public Policy. Prior to that, he had a decade-long career in politics and public affairs – including a stint in London local government as a councillor and cabinet member for education, employment and skills; and working in parliament with Diana Johnson MP on the successful campaigns to secure an inquiry into the infected blood scandal and reform Britain’s abortion laws.
